Bloomer School District Takes Next Steps in Long-Term Facilities Planning

Bloomer, Wis. (August 18, 2025) – The Bloomer School District recently completed a series of strategic planning meetings, during which the community expressed a clear need for facility improvements, infrastructure upgrades, and enhanced safety measures. As the District finalizes its strategic plan, the idea of constructing a new high school has emerged as a priority among stakeholders.

In response to this feedback, the District issued a Request for Proposals (RFP) in early May to enlist a firm that could evaluate the needs and costs of upgrading the current school facilities, review potential designs, establish cost estimates for a new high school, and gather additional community input to determine the most appropriate path forward.

The District received proposals from nine local firms, each presenting their unique qualifications and approach to assisting with this potential multi-phase process. Of these nine, three firms were invited to present to the Facility Planning Committee on July 14, 2025. Following these presentations, the committee recommended CESA 10 Facilities Management (CESA 10), based in Chippewa Falls, WI, to lead Phase One of the RFP.

Phase One includes a comprehensive facility audit of all District buildings and athletic sites, development of preliminary project plans and budgets for a potential new high school, and the design and distribution of a community survey. CESA 10 has already begun on-site facility audits and is expected to deliver the final audit report in September. Additionally, on August 4, 2025, the Facility Planning Committee and CESA 10 conducted interviews to select an architectural firm that would help develop site plans and cost estimates for a potential new high school. The District’s intent is to carefully compare the costs of maintaining current facilities with the costs of constructing a new high school at the location of the existing campus.

Once all data has been collected, reviewed, and validated, the District will share the findings with the community. In November 2025, a community survey will be distributed, providing residents with a direct opportunity to offer feedback on the District’s future decisions. The participation and consolidated feedback from this survey will guide the District in determining if an April 2026 ballot question is appropriate and supported at this time.

Phase two of the RFP is referendum planning and campaigning, with phase three being construction management. Both Phase Two and Phase Three are contingent on the District pursuing an April 2026 capital referendum. As stated in the original RFP released back in May, firms will be selected for each phase individually. The District has not committed to a firm for Phases Two or Three at this time.
